A proposed rule would bar questions on race, ethnicity, and sexual orientation from the short-form census questionnaire or any questionnaire used to count the population. This file reads its reasons in its own words, beside the record of asking since 1790 and the Bureau's preliminary analysis of what the race counts are used for.
RECOGNIZED
On October 1, Philadelphia's City Council recognized the name that 'University City' had been laid over. The resolution is two pages long, and its count of the displaced comes with no method.
CONSENTED
For more than three hundred years the law suppressed Black spiritual practice. In 1993 the Court said a city could not do that. In 2026 it held that RLUIPA, the federal law Damon Landor sued under, gives him no damages claim against the officers personally.

SUBSIDIZED A sign on a brick wall in Mound Bayou reads MOUND BAYOU FOUNDATION. The federal caption filed with its photograph credited the town to a railroad company. A National Register nomination prepared in 1975 calls Isaiah Montgomery and Benjamin Green co-founders. TRANSFER STATION Black Wide-Awake reports that freedmen founded a church outside Atlanta in early Reconstruction. The oldest marked grave in its cemetery, across the road, dates to 1871. A data center campus is rising around the cemetery now. A commission member told the council in August that ground-penetrating radar had been scheduled. Honor Thy Roots and a descendant asked for an independent archaeological investigation. No report on record says the radar has been run. CLANDESTINE A lodge of Black men in Boston held a warrant from London. The white Masons of the town would not acknowledge it, and they gave a reason. PROMISED The government pointed to 65 percent disbursed and the bank's commitment to pay the rest. On page seven the order says: "a promise to reach substantial compliance in the future is not substantial compliance." UNSEARCHABLE A museum in Kansas City is named for the Negro Leagues. Type that name into TikTok and the platform answers that the phrase may be associated with hateful behavior. RESTORED Restore is a gentle word. You restore a painting. What Shenandoah County restored in 2024 was a name installed in 1959 to keep Black children out, and on August 6 a federal court said so, with the county's own minutes in evidence. BORROWED A federal judge opened on the Seventh Commandment, refused the everyone-does-it defense in a footnote as totally specious, and referred the defendants to a United States Attorney. His own findings say the defendants knew clearance was required and that Warner Bros. Records had a department for it. What changed was not what the defendants knew. It was the cost of being caught breaking the rule. THE COUNTED CROWD We built a machine to find historical patterns. Its strongest pattern did not track the instability record, and its chain held a lesson in who gets counted as a crowd, and who gets counted some other way. BARRIER In 1979 a federal judge in Michigan listened to linguists testify about the grammar of Black English, then ruled. The children did not have a language problem. The school had a knowledge problem, and the law's own word for that problem was barrier. THE CONCESSION On April 22, 2026, the Consumer Financial Protection Bureau deleted the effects test from Regulation B. To make its argument, the Bureau conceded what another statute protects. That concession is load-bearing. COMPROMISE A letter went out under Dr. Mark A. Brown's name banning bonnets, du-rags, and bedroom shoes from class. The policy behind it turned out broader, and more exempted, than either the coverage or the outrage. The argument underneath it is the same one Booker T. Washington opened from an Atlanta stage in 1895. ORIGIN OF THE SEARCH TERMS A federal judge ordered twenty-four USDA grants restored, $127 million by plaintiffs' count, finding the terminations were likely unlawful. She did not rule on how USDA decided to cut them. An earlier ruling in the same case found five other terminations likely arbitrary and capricious and said two of their letters "strongly suggest" a blunt keyword search. It held the record too thin to rule on any broader policy, and it never reached the question for a Land Access grant like these twenty-four. For these twenty-four, the question is still an open item in discovery, and the case is now before a federal appeals court. OUTSIDER WITHIN Nolan Xavier Wells was eighteen. He left home July 3; the boat came back to the dock without him July 4. What the record held on July 29, 2026 was a timeline, a sealed state report, an autopsy that answered some questions and left others open, and a question this piece is not the first to ask: what does it cost to be the one Black kid in the room. ABANDONED Zion is believed to be Tampa's first Black burial ground. Room for eight hundred graves. Florida wrote dignity into the preambles of two acts, and a county planner told its task force that, without a local ordinance, nothing required local permitting to check the state's inventory of sites. COURTESY In 1969 the Federal Reserve wrote an exception into its regulation. A teller, deciding one check at a time, would cover you instead of bouncing you. Fifty-seven years later the teller is gone, the decision is made by software, and the courtesy costs thirty-five dollars. DIGITAL USER ACCOUNT The Federal Reserve asked why Black and Hispanic women use these apps at twice the rate of white women. It was not desperation. They preferred a fixed number of payments. REFUSE At least fifty-three people came out of a well under East Marshall Street. At least nine of them children. The school had a written regulation telling the demonstrator where to put the offal. UNNECESSARY The ordinances never say Santeria. They say ritual, and ceremony, and unnecessary. Then they exempt kosher slaughter, hunting, and pest control, and by the time the exemptions are finished there is almost nothing left in the net but one faith. PREDICTIVE Where states allow it, your credit report helps set the price of your car insurance, not only your driving. The government measured what that does to the risk assigned to Black drivers, published the figure, and could not say why the score works. Ellora Derenoncourt and Her Co-Authors Built the Line For most of American history there was no single line you could point to and say this is how far apart Black and white wealth stood. Ellora Derenoncourt and her co-authors built it. DESIGNATED Fourteen cultural districts existed in California before this one. None of them was Black. SUBSTANTIAL AND EFFECTIVE COMPLIANCE The decree says the City must reach substantial and effective compliance. Then it defines the term, and the definition has an 'or' in it. ACTION PLAN Russell City was a town with a blues scene, a carnival, and a ladies' social club. The county froze it, starved it, and then found it blighted. POSTPONED The records were not destroyed. They were postponed. The word says 'later' about a withholding that is real and present now, its disclosure not due until January 8, 2044. RECARVED The Voting Rights Act was not repealed. It was reinterpreted. The page is the same. The dissent says the mechanism is gone. ROBESON Penn's own collaborative history records the university's "heavy hand in Unit 3 planning." Before the 2026 vote to close a school named for Paul Robeson, a state representative named Penn. Without a Word for It You don't usually know the rule by name. You know the feeling. The mortgage rate that's a little higher. The appraisal that came in lower. The math that felt wrong. What Was Buried, Not Broken For three hundred years the law outlawed these traditions in words it chose itself: sedition for the gatherings, then fraud, superstition, unnecessary killing. The documents survive. So do the practices the documents were written to erase. Money's A Loan Before It's A Thing I never had a relationship with money. Money was something I spent.
