Someone walks the corridor, keeping it.
The documentarian doesn't stop it. She records it. Names, departments, the favor traded at the desk. The work is plain: keep the record attached to the people it lands on.
Living Record Office · Always Open
The office never closes. The desk is always open. The record is always being kept.
The only question is whether you read it before it reads you.
