HB 7003 (companion SB 7004) redrew Tennessee’s congressional districts during a three-day special session of the 114th General Assembly, May 5–7, 2026. The bill divides Shelby County, home to Memphis and the state’s only majority-Black congressional district (the 9th, held since 2007 by Rep. Steve Cohen), across Districts 5, 8, and 9. House Speaker Cameron Sexton (R-Crossville) sponsored the House bill; Senate Majority Leader Jack Johnson (R-Franklin) sponsored the Senate companion. Final passage: House 64–25, Senate 25–5, both on May 7, 2026. Governor Bill Lee signed the bill into law the same day. The bill passed eight days after the Supreme Court’s decision in Louisiana v. Callais (April 29, 2026).
