Read for one purpose: to confirm that the “what to do” sends people somewhere real. It does. The page lists certifications@sba.gov, 866-722-4357, the SBA Certifications portal, and the Office of Government Contracting and Business Development at 409 3rd St. SW, Washington, DC 20416.
Recorded here because of what the page does NOT say, as of the date above: it carries no mention of the rebuttable presumption, no mention of the social disadvantage narrative, no mention of Ultima, and no mention of the test taking effect on September 10. It states only that an owner must be “socially and economically disadvantaged” and refers the reader to 13 CFR part 124. An applicant reading the program’s own page three days before the change would not learn that it is coming. That absence is a claim of absence, dated, and it is why the alert tells people to read the rule itself.
