Minority homeowners who challenged Kansas City property assessments lose in appeals court

Suits by the Westside, Vineyard, Ivanhoe and Washington Wheatley neighborhood associations over the 2019 reassessment alleged the 15 percent cap 'was not applied evenly across majority-white and majority-Black and Hispanic neighborhoods': capped at 14.9 percent in more than half of majority-white neighborhoods slated for larger increases and in about 1 percent of comparable properties in majority-Black and Hispanic neighborhoods. Missouri Court of Appeals affirmed dismissal for failure to exhaust administrative remedies.
