Civil Rights Cold Case Records Review Board — About the Board

The Review Board’s own description of its composition and charge. The Board is a nonpartisan panel of private citizens appointed by the President. Four members were nominated by President Biden and confirmed by the U.S. Senate in 2022: civil rights lawyer Margaret Burnham; Emory University archivist Gabrielle M. Dudley (co-chair); Pulitzer Prize–winning journalist Hank Klibanoff (co-chair); and UCLA historian Brenda E. Stevenson. A fifth authorized seat was left unfilled. The Board’s charge is to expedite the review and release of federal records on civil rights cold cases involving incidents occurring between January 1, 1940 and December 31, 1979.
