The 1.2% is a quotation inside a quotation. Esosa Osa said it to Yahoo Finance; this piece reports her saying it. It reaches the alert two removes from any underlying procurement data, and is printed as her claim.
The $9.3 billion is “Black federal contracts at risk,” an Onyx Impact analysis from late April measured across the year’s federal contracting changes, not a figure attached to this rule and not a count of 8(a) awards.
The $50 million is a separate SBA action: “On August 5 it awarded $50 million to 11 technical schools and community colleges for free training and advising for small manufacturers.” It is not paired with this rule and does not appear in the final rule at all. The alert does not carry it.
