WR does not quote this document, and the reason is on its own pages. Every one of its 180 pages is stamped “DRAFT — DO NOT CITE.” No final, unstamped version has been published. The Commission’s own site still offers only a file dated 30 April 2026, still marked draft, even after the Board’s acceptance vote. A publication built on reading documents honestly does not quote a document that asks not to be quoted.
Tier C for that reason alone, not for lack of substance. The report is not empty, and any account calling it empty is wrong: it carries 43 approved recommendations, among them direct compensation for victims of unjust property takings and a right-to-return program. The commission named the remedy. What happened to the remedy afterward is a separate question, and it belongs to the Board, not to this document.
