The ordinance's own text: "enforcement of Chapter 6 of the Jackson County Code, 1984 is hereby suspended," and "this moratorium on enforcement of Chapter 6 shall remain in force unless and until a revised chapter is approved by Ordinance." The reasons it gives: to "ensure compliance with federal regulations and guidelines while allowing the County time to review and amend the chapter," and "to prevent potential litigation and allow for a thorough review and revision." Directs the City Manager to identify up to $15 million in city funds for the 63rd & Prospect Development. The agreement terms are not on the agenda yet; that is where the Docket reads next.

Status: Held by the committee October 6, due back October 13, per the city clerk's entry.

Read at kansascity.legistar.com on Tuesday, October 6, 2026.

Update Oct. 22: the Finance, Governance and Public Safety Committee recommended "Immediate Adoption as a Committee Substitute" Oct. 20, and the Council's Oct. 22 entry reads "Adopted as Substituted," per the city clerk's entries. The substitute no longer directs the City Manager to identify up to $15,000,000 from City funds. It directs the City Manager to "estimate costs necessary to complete infrastructure," to "identify funding opportunities and tools," and to negotiate a co-development agreement with Southpointe, LLC. The $15,000,000 appears in it only where the developer "represents that the Project requires up to $15,000,000.00." Its other dollar figures, $5,000,000, $4,500,000 and $500,000, are money it recites as already allocated or appropriated. The matter's status field still read "Final Reading, Debate" when read.

Ordinance 260889 (with Ordinance 260888 and Resolution 260890)

Authorizing the issuance of revenue bonds by the Missouri Development Finance Board in one or more series to finance not to exceed $560,000,000.00 of costs of the design, acquisition, construction, furnishing, equipping, and operations of a new stadium, team offices, and supporting infrastructure ...

TIF captures the growth in certain taxes inside a district and spends it on the project. What happens if revenue falls short is written into 260888's Stadium Impact Area Policy; the Docket reads it next.

Status: October 6, per the city clerk's entries: 260888, "Adv and Do Pass as Cmte Sub, Debate"; 260889, "Adv and Do Not Pass as a Cmte Sub, Debate"; 260890, "Hold off Agenda." A committee substitute ("Cmte Sub") is the committee's own rewritten version. 260888 and 260889 go to the full Council, due back October 8.

Read at kansascity.legistar.com on Tuesday, October 6, 2026.

Update Oct. 22: at the Council Oct. 8, 260888 "Passed as Substituted as Amended" and 260889 "Passed as Substituted," per the city clerk's entries. The posted title of 260889 now reads "Committee Substitute" and "not to exceed $537,000,000.00," not the $560,000,000 in the title as read Oct. 6. 260890 shows no entry after October 6.

Corrected Oct. 22. This card quoted 260889's title as "not to exceed $560,000,000.00" and called the bonds "capped at $560 million." That was the title the city had posted when this Docket published on the morning of Oct. 6. The city's record shows the Finance, Governance and Public Safety Committee acted that day on a committee substitute for 260889, and the substitute's text, last modified in the city's system at 1:59 p.m. Oct. 6, carries a title reading "not to exceed $537,000,000.00." Our own update to this card later on Oct. 6 added the committee's actions but did not change the figure. The city's record shows the Council passed 260889 "as Substituted" on Oct. 8.
