Pigford v. Glickman, 185 F.R.D. 82 (D.D.C. 1999)

The 1999 consent decree establishing USDA’s systemic discrimination against Black farmers in loan and assistance programs, at least 1981–1996. Approximately $1.06 billion ($1,058,577,198, per CRS RS20430) disbursed in cash relief, tax payments, and debt relief under the original settlement. Corrected 2026-07-28 (twice). Prior wording read “nearly $1 billion,” corrected to “$1.05 billion,” both understating/misrounding the figure — CRS’s own number is $1.06 billion. Also removed a claim that Congress “appropriated $1.2 billion more in 2010” as an addition to this settlement: the 2010 figure belongs to a separate settlement, Pigford II ($1.25 billion total: $100 million already available under the 2008 farm bill plus $1.15 billion newly appropriated), for claimants who filed too late for this 1999 decree — not a top-up to it.
