The institution’s own record of its own act. The Hayward City Council voted unanimously on August 19, 2026 to approve a formal agreement with the County of Alameda to jointly administer a Russell City Redress Fund; the Alameda County Board of Supervisors had approved the same agreement earlier that month. The announcement states: “Today, the Russell City Redress Fund stands at $1.3 million—with contributions totaling $950,000 from the County of Alameda, $250,000 from the City of Hayward and $100,000 from the Alameda County Office of Education.” It describes “an initial focus on aging Russell City residents whose properties were taken by and under threat of eminent domain during the 1960s,” and traces the fund to the Russell City Reparative Justice Project the City began in June 2022. This supersedes alameda-county-russell-city-redress-fund-2025 as the current figure for the fund; that record remains the evidence for the July 2025 first appropriation of roughly $1 million.

What is NOT in it, checked deliberately. The announcement names no application deadline, no phase, and no application window. A case-insensitive search of the full page text for “window,” “deadline,” “phase,” “application period,” and “november” returns zero matches. It says the vote means the joint working group “can begin accepting applications,” and in the next breath that the group “works to finalize the application process—including documentation requirements,” publishing only a telephone number, (510) 272-6684, an email address, russellcityredress@acgov.org, and in-person office hours at two library branches beginning August 20 and August 22, 2026. That tension is the source’s own. It is recorded here because a session agent asserted a “Phase I application window running through November 2, 2026” that this document does not contain, and the false deadline reached a decision brief before it was caught (CA-261).

One defect in the primary, noted so it is not mistaken for ours. The announcement labels the Council’s vote “Tuesday.” August 19, 2026 was a Wednesday. The essay citing this record does not repeat the weekday.
