Certificate of Sufficiency of Petition, referendum petition 2026-R004, with the Opinion of the Supreme Court of Missouri attached

Denny Hoskins, Secretary of State of Missouri, “Certificate of Sufficiency of Petition,” referendum petition 2026-R004, signed and sealed at the City of Jefferson on the 8th day of September 2026 (form Comm. 27 (02/2018)). Sets out the official ballot title in full and certifies that “this referendum petition shall be placed on the ballot at the November 3, 2026 General Election.” Published by the Secretary of State as the “View Certificate of Sufficiency” link beside Proposition A. The Opinion of the Supreme Court of Missouri in SC101805 is bound into the same PDF, by the Court’s own order that the certificate issue “(attaching a copy of this opinion thereto).”

The load-bearing primary for the ballot title. A 15-page scanned PDF, downloaded 2026-09-21 and read as rendered page images rather than as extracted text, because the file carries no text layer. Page 1 is the certificate; pages 2 through 15 are the Supreme Court opinion attached to it by court order.

The certificate is the document that answers a question the scout batch could not: the official ballot title as the certifying officer wrote it, over his own signature and seal, rather than as a search summary or an encyclopedia reported it.

Note what the certificate says about its own authority. Hoskins had certified this petition INSUFFICIENT. The words “Pursuant to the Opinion of the Supreme Court of Missouri, I further certify that this petition contains a sufficient number of valid signatures” record that the sufficiency finding was made under order, after the Secretary’s own contrary decision was reversed.
