The notice proposes to remove 24 CFR 1.4(b)(2)(i), both instances of “or effect” in 1.4(b)(3), all of 1.4(b)(6), and 1.4(c)(2). It states that HUD “agrees with and adopts the rationale provided in DOJ’s rule” (the Department of Justice final rule of December 10, 2025, 90 FR 57141) and that it reopens comment on HUD’s January 14, 2026 proposed rule (91 FR 1475), with new comments considered only if they concern the supplemental notice.

The scout batch of 2026-09-28 recorded this document NOT LOCATED (CAPTCHA on federalregister.gov, PDF unrendered). The Federal Register API and its text rendition answered a scripted read without a CAPTCHA on 2026-09-29.
