7 CFR 273.2, Office operations and application processing (paragraph (f), Verification)

Paragraph (f)(1) lists what a state must verify before certifying a household; (f)(3) lets a state elect to mandate verification of any other factor; (f)(3)(ii) sets what happens to an unverified deductible expense; (f)(5)(i) sets the household's and the state's responsibilities for obtaining verification; (f)(8)(i) governs verification at recertification.

Read to answer one question the reporting could not: whether the three items Missouri now requires are federal requirements or a state choice. For an ordinary application they are not on the (f)(1) mandatory list. Utility expenses are, but only when a household claims more than the state’s standard utility allowance and the expense would produce a deduction. The one place (f)(1) reaches every factor is (f)(1)(ix), households terminated for refusing to cooperate with a quality control reviewer who later reapply.
